Human Rights for Public Service Exams
This course is for Brazilian public service exams (concursos públicos) and the lessons are taught in Portuguese. Human Rights is tested in the exams of the Brazilian Federal Police, the Federal Highway Police, the state Civil Police forces and the Public Defender offices, and exam boards test the exact wording of the Constitution and of the treaties, swapping a number, a body or an exception. This course starts from zero with Professora Helena and always follows the text in force. Part one is general theory: what human rights are, the features listed by the 1993 Vienna Declaration, the generations of rights and the 1948 Universal Declaration. Part two is the Brazilian Constitution: human dignity, the prevalence of human rights, immediate application, the opening clause, treaties with the force of a constitutional amendment created by Amendment 45, supralegal status and moving serious violations to federal courts. Part three is the UN system: the International Covenant on Civil and Political Rights and the Convention against Torture. Part four is the American Convention on Human Rights (Pact of San José) and the rights it protects, such as life, personal integrity, liberty and fair trial. The last part is the inter-American system: the Inter-American Commission and the Inter-American Court of Human Rights. The questions follow the exam-board style, with True or False and multiple choice, and every answer cites the deciding article.
